The man who said he came to the aid of a woman discharged from a Baltimore hospital wearing only a gown and socks on a cold winter's night, says he was left outraged and stunned at how she was treated.

He called 911 when they ignored his demands and when police arrived, they took her back into the hospital.

Relatives of the 22-year-old woman told local news affiliate WBAL that she suffers from schizophrenia.

Wise said she didn't see the woman after that exchange until she saw the video.

The incident took place on Tuesday night (9 January) when a screenshot posted with the video showed it was 37F (2C).

The young woman seemed to be in a daze and had trouble speaking - but she did scream.

Suntha declined to give details about the patient citing privacy laws. Mental health expert Adrienne Breidenstine of Behavioral Health System in Baltimore told The Baltimore Sun she thought the woman might be actively symptomatic, from seeing the video.

"Things are so broken here, so broken", said Bronwyn Mayden, a Baltimore native and executive director of Promise Heights, an initiative established by the University of Maryland School of Social Work. The hospital paid $1 million to settle that case.

The woman was filmed standing by herself at a bus stop in nothing but a hospital gown. "Clearly there was more that that hospital needed to do".

"I share the community's shock and anger at what occurred", Suntha said. "I am sure it happens more than we know".

Earlier this week, four uniformed men were caught on tape wheeling the patient out of University of Maryland Medical Center Midtown Campus and leaving her on the sidewalk in the dead of night.

"This incident is very visual because it happened on camera", Breidenstine said.

Hospital CEO Mohan Suntha insists this is not how it usually treats troubled patients.

The University of Maryland Medical Center Midtown Campus has since verified the video and responded they are "investigating".

The hospital workers continue walking back into the hospital. Nor would he speak to her condition or treatment because of patient confidentiality, but he asserted that her care before being led into the cold was adequate and complete. He said he even challenged those who wheeled her out to the street. Several bags of what appear to be her belongings are sitting at the bus stop.

I just witnessed this with my own eyes.
