Seoul, Washington have no plan to organize naval blockade of North Korea

Possessing a tested nuclear weapon could mean that the old rules of engagement in diplomacy with North Korea may no longer work.

The Hwasong-15, Moon said during the phone call, "is clearly the most advanced missile to date which North Korea has developed, but its technology for reentry and for guidance in the terminal stage have not yet been proven, nor is it certain whether [North Korea] has acquired the technology for miniaturizing nuclear warheads".

South Korea said it expected Pyongyang to pause its provocative missile testing program following Wednesday's successful flight of its new Hwasong-15 missile, which can reach the US mainland.

The country's leader Kim Jong Un declared afterwards that his country had now achieved full nuclear statehood.

Yeo Suk-joo, South Korea's deputy minister of defense policy, told the South Korean parliament that North Korea still needed to prove some technologies, like re-entry, terminal stage guidance and warhead activation.

Michael Elleman, senior fellow for missile defense at the International Institute for Strategic Studies, made the projection in a post on the North Korea analysis website 38 North, based on newly released photos of the Hwasong-15 intercontinental ballistic missile. The missile technology tested remains unproven and that "the task we face is to completely prevent North Korea from futher advancing its nuclear technologies", Moon was quoted by a spokesperson in Yonhap.

North Korea launched a new new intercontinental ballistic missile on Wednesday (November 29) that it is claimed could hit anywhere in the United States.

Trump says U.S. will 'take care of' North Korean launch
The Democratic leaders instead encouraged their Republican counterparts to work out a deal without the president's involvement. Funds expired at the end of September, and Republicans and Democrats have fought over how to pay for an extension.

"For now if there are no sudden changes in situation or external factors, we feel there is a high chance North Korea will refrain from engaging in provocations for a while", said Lee Yoo-jin, deputy spokeswoman at the Unification Ministry.

Kim Jong Un is acting in a very calculative, clever manner. North Korea generally tests fewer weapons in the fourth quarter because the temperature drops significantly, putting pressure on fuel supplies, and also troops are required to help with harvests.

North Korea will need to test the missile on a standard trajectory, not a lofted one, at least once or twice to validate its performance, and even more times to guarantee its reliability and accuracy.

"The missile launched yesterday certainly was the most advanced one so far in all aspects, but the reentry technology has not yet been proven, and it is also uncertain whether the North has secured the technology to miniaturize nuclear warheads", he told the US president, according to Cheong Wa Dae spokesman Park Soo-hyun.

Despite worldwide condemnation and U.N. sanctions, North Korea has continued on its path towards developing a nuclear-tipped missile that could hit the United States.

Trump and Moon pledged to continue applying strong sanctions and pressure on North Korea to bring it to talks.
