Russian Federation banned from 2018 Winter Olympics in South Korea

More than 20,000 doping tests will have been conducted by the start of the next year's Pyeongchang winter Olympics as the International Olympic Committee's pre-games testing programme hopes to root out cheats in advance, it said on Tuesday.

The IOC punishment did leave room for many Russians to compete under the name "Olympic Athlete from Russia" or OAR. The Olympic anthem will be played in any ceremony where a Russian athlete wins a gold medal. You can watch it live on YouTube.

He continued: "As an athlete myself, I feel very sorry for all the clean athletes from all NOCs who are suffering from this manipulation".

While Russia hasn't responded as of this writing, word is that a number of Russian officials have already said they would boycott the International Olympic Committee if this ruling was handed down.

In a statement released after it met in Lausanne, Switzerland, the committee said it had acted upon the recommendations of an IOC commission headed by the former Swiss President Samuel Schmid to investigate Russian doping.

The IOC will issue operational guidelines for the implementation of these decisions.

The executive board reached its decision Tuesday after a scheduled 4½-hour debate when it heard from a Russian delegation that included world figure skating champion Evgenia Medvedeva. Additionally, 25 athletes have been barred from the Olympics for life. Russian Federation has been in the spotlight since a report by a World Anti-Doping Agency (WADA) commission in 2015 found evidence of state-sponsored doping in Russian Federation and accused it of systematically violating anti-doping regulations. Schmid's report confirmed "the systemic manipulation of the anti-doping rules and system in Russian Federation".

Russian officials reacted to the decision by attacking it as unfair. "There were no ideal options, but this decision will clearly make it less likely that this ever happens again".

Meanwhile, Russian coaches and athletes were vehemently condemning the decision and discussing how it could be appealed.

Bach was joined Tuesday by Samuel Schmid, the former president of Switzerland, who led a commission investigating the allegations against Russian Federation. The panel will include members of the Pre-Games Testing Task Force: one appointed by WADA, one by the DFSU and one by the IOC, Dr Richard Budgett.

The IOC made the ruling after a yearlong investigation into systematic doping by Russian athletes. They've taken away 11 of Russia's 33 medals.

The IOC has also been declaring sanctioned athletes to be ineligible for future Olympics as it strips them of their victories - an approach that has promised to reshape the field for the upcoming 2018 PyeongChang games in South Korea.
