Obama to Speak as World Mayors Sign Chicago Climate Charter

The former president hilariously thanked himself for his administration's impressive economic record during a speech at the North American Climate Summit in Chicago Tuesday.

Chicago Mayor Rahm Emanuel noted ramped-up efforts to make dozens of buildings in the city more energy-efficient.

While China, India and Brazil, along with many other developing countries and wealthy nations such as the U.S. and European Union member states have recently chosen to ratify the Paris Agreement, Russia is absent from the list of backers. "It was going to be up to all of us", Obama said.

The Chicago Climate Charter represents cities around the world that want to "confront climate change head-on", said Mayor Rahm Emanuel in a statement. In June 2017, US President Donald Trump announced his intention to withdraw the United States from the agreement, causing widespread condemnation internationally and domestically.

Technically, the USA can't give notice of its departure from the non-binding agreement until November 2019 under terms agreed upon when the pact was negotiated in 2015.

The agreement will allow Chicago to build on programs it has already started, Chris Wheat, Chicago's chief sustainability officer, told Bloomberg Environment. Trump has said the terms of the agreement should be more favourable to businesses and taxpayers.

Anne McKibbin of Chicago's Elevate Energy calls the act more than symbolic. Finding concrete solutions with experts to fight climate change is another stipulation on the charter.

Cities from across the US -including New York, Chicago, San Francisco, and Washington-have all said they will commit to lowering their carbon footprint and take action on their own without President Trump.

"We live in a time when everything is contested - and so often because of the splintering of our media, it is possible to only occupy a world in which the facts that come in conform to your pre-existing conceptions", he said.
