Rounding out the changes, YouTube will increase how it protects advertisers and creators from inappropriate content by applying stricter criteria, conducting more manual curation, and significantly ramping up its team of ad reviewers to ensure ads only run where they should. Subsequent revelations that YouTube was offering up cartoons featuring what the BBC called "animated violence and graphic toilet humor" added fuel to the controversy.

"Some bad actors are exploiting our openness to mislead, manipulate, harass or even harm", Wojcicki said, adding that YouTube's trust and safety teams have reviewed almost 2 million videos for violent extremist content over the past six months. It was not immediately clear whether those would be contract workers or actual Googlers.

More than 1 billion people use YouTube, according to its website.

To date, 98% of all removed videos have been flagged by machine learning algorithms, and 70% of violent extremist videos are taken down within eight hours of upload. Wojcicki said in a statement that, "Human reviewers remain essential to both removing content and training machine learning systems because human judgment is critical to making contextualized decisions on content".

In a blog post, Wojcicki said the company was already taking "aggressive action" on comments, and was testing new systems to counter threats that combine human and automated checks.
