Government confirms new bill to cover Brexit withdrawal, transition

EU chief negotiator Michel Barnier has said Britain must make a fresh offer on money within a fortnight

British Brexit minister David Davis says the government would allow parliament the opportunity to debate, scrutinise and vote on any final Brexit agreement, offering a concession to Conservative Party rebels. "For months, Labour has been calling on ministers to guarantee Parliament a final say on the withdrawal agreement".

The Brexit Secretary told MPs on Monday afternoon that any final deal reached with the European Union at the end of Article 50 negotiations will be put to Parliament in the form of primary legislation.

Davis said: "We have always said we will do whatever is necessary to prepare for our exit, including bringing forward further legislation, and that is exactly what we are doing".

Tory backbencher Heidi Allen branded Mr Davis's plan "pointless" as she also highlighted the Government's intention to alter legislation to state Britain's membership of the European Union will formally end at 11pm on 29 March, 2019.

Any Brexit deal will now be subject to a separate Act of Parliament, which MPs and peers would have to approve in early 2019.

He also said, "the agreement will only hold if Parliament approves it".

Brexit-supporting MPs, including Suella Fernandes, chair of the Tory's European Research Group, asked for assurance the bill would not be used to reverse Brexit.

"By announcing this bill, we are providing clarity and certainty - both in the negotiations and at home - about the final agreement being put into United Kingdom law".

Labour fronbenchers today hailed a massive victory as Theresa May executed another huge u-turn and granted MPs a vote on the final Brexit deal.

Ten Conservative MPs had signed an amendment insisting the promised "meaningful vote" had to take the form of standalone legislation, threatening the Government with possible defeat.

She posted on Twitter: "Pointless if we have enshrined a drop dead date in the Bill, & get a deal at 11th hour!"

"If we don't have a withdrawal agreement we can't have a withdrawal agreement bill, full stop". There'd be no time!

Meanwhile, former Tory constitution minister John Penrose welcomed the Government's stronger pledge on a parliamentary vote, but expressed continuing concerns over the use of so-called "Henry VIII powers" as provided by the EU Withdrawal Bill.

Keir Starmer, the shadow Brexit secretary, said the Tories had performed a "significant climbdown" after David Davis, his opposite number in government, announced there would be a binding vote on any deal.

However, the bid to head off opposition from restive lawmakers was met with criticism as MPs claimed the vote would be meaningless and give them little time to consider any eventual Brexit deal. "They have finally backed down", he said. However, like everything with this government the devil will be in the detail.
