North Korea had tough talk today for the United States, following the weekend adoption of new sanctions by the United Nations.

North Korea argues that its nuclear and missile programs are only aimed at deterring an eventual invasion from the U.S., a country with which the regime has been technically at war for more than 60 years.

The post New U.N. sanctions trigger sharp warning from North Korea appeared first on PBS NewsHour. Very unlikely, considering the North's actions and decisions in the past.

When CBS News visited North Korea in the spring, we watched as Kim unveil a massive new neighborhood of shimmering high rises; his way of showing the world that six previous rounds of United Nations sanctions over more than a decade have not worked.

LISA DESJARDINS: That sharp warning after North Korea test-launched two intercontinental ballistic missiles last month that some analysts believe could reach parts of the United States.

REX TILLERSON, U.S. Secretary of State: This is really about the spirit of these talks, and they can demonstrate that they're ready to sit with a spirit of finding a way forward in these talks by no longer conducting these missile tests.

"The North Korean program remains an unconstrained one with neither sanctions nor an operational diplomatic agreement holding it back", Park said. The United States had to figure out how far China and Russian Federation were willing to go.

Wang later said it would not be easy to restart the multinational talks on North Korea's nuclear programme, but that doing so should be the goal for all sides.

Political analysts have been warning that the White House should take into consideration China's position on this boiling issue. But if Pyongyang does attack Guam, "I have confidence that we have responses that are proportionate to the problem", Rice said.

"Owing to China's traditional economic ties with North Korea, it will mainly be China paying the price for implementing the resolution", a Foreign Ministry statement cited Mr Wang as saying.

Before Tillerson's trip, the USA had said he had no plans to interact with North Korean Foreign Minister Ri Yong Ho.

Kang Kyung-wha, center, and ASEAN foreign ministers in Manila on August 6.

The United States has remained technically at war with North Korea since the 1950-53 Korean conflict ended in an armistice rather than a peace treaty.

Sources familiar with Japan-U.S. relations said earlier that the two governments were arranging to hold the so-called two-plus-two security meeting around August 17 in Washington.

"It's a positive but very small step, and can at least help the two Koreas exchange some views on the current state of affairs", Kim Jin-ho, a professor of political science at Dankook University in South Korea, said of the meeting between foreign ministers.

Ms Kang urged her northern counterpart to accept Seoul's offers of military talks to lower tensions on the divided peninsula, and for discussions on a new round of reunions for divided families, according to South Korea's Yonhap news agency.

Wang also met US Secretary of State Rex Tillerson in Manila late yesterday.

BANG KWANG HYUK, Spokesman, North Korean Delegation (through interpreter): We affirmed that we will never place our nuclear and ballistic missiles program on the negotiating table and won't budge an inch on strengthening nuclear armament.
