Dayton signs Real ID bill
"I am very pleased that the Legislature has finally passed this critical bipartisan measure, which will allow Minnesotans to continue to board airplanes, and access federal facilities, with a compliant driver's license", the governor said in a statement.
State officials expect to begin issuing the new IDs sometime next year.
Senate Majority Leader Paul Gazelka, R-Nisswa, said Thursday night that he wanted to give Dayton a new budget offer in an attempt to move talks ahead.
If they can not agree on a budget by June 30, state government will shut down. The new driver's licenses don't look much different from current IDs, but what's required to get one is different: verified proof of birth, residence, Social Security numbers and lawful citizenship status. Anxious Minnesotans may no longer worry if their licenses will be accepted at federal checkpoints, like airports and military bases, next year. Republicans argued that the state should strengthen a rule that now prohibits licenses for people in the country illegally, while DFLers including Dayton said that shouldn't be part of the Real ID debate.
Compliant ID will become available in October 2018, which require people to provide more information to prove identity, Minnesota residency and lawful status.

But even before the debate over immigrant identification, Minnesota lawmakers had a problem with the Real ID Act.
A handful of lawmakers remained holdouts, bothered by the specter of federal intrusion: "It is subjecting our state to the federal government", said Sen.
"Minnesotans should be confident that when they get to the airport they'll be allowed to fly", said Rep. Gene Pelowski Jr., DFL-Winona.
Both sides can make a claim to public support.
There is a $1.6 billion surplus on the table and Dayton wants more money for government services.
