What Trump's H-1B Order Means For Indian IT Companies: 10 Points

22 April 2017, 12:52 | Terri Saunders

Trump issued the 'Buy American, Hire American' executive order on Tuesday in Wisconsin, stating that the order will tighten guest worker visas like H1-B, and would also require American agencies to purchase more products and services from USA companies and workers. Trump has signed the order focusing on the program prevalent with Indian technology professionals at the Kenosha, Wisconsin central command of tool maker Snap-on Inc 18 April.

"We believe jobs must, should be offered to American workers first", Mr. Trump said in his speech.

The president's latest executive order is another effort by the Trump administration to curb immigration to the U.S. While today's order doesn't change policy, it continues to lift up the misguided narrative that immigration hurts U.S. workers.

It's unclear how the program may change, but India's huge tech industry says America still has a shortage of skilled workers that the H-1B system was created to ease.

White House said the order "calls on the executive branch to fully enforce the laws governing the entry of foreign workers into the USA economy, to promote rising wages and more employment". Indian nationals are now the highest number of applicants.

H-1B visas are intended for foreign nationals in "specialty" occupations that generally require higher education, which according to U.S. Citizenship and Immigration Services (USCIS) includes, but is not limited to, scientists, engineers or computer programmers. During the trip, he's expected to sign what his aides are calling a "Buy American, Hire American" executive order. Mr Pai sees Trump's executive order coming into force from next year.

Trump criticized the visa program, determined by a lottery, as an off-the-rails initiative that has driven down wages for American workers in the same fields.

"Right now, H-1B visas are awarded in a totally random lottery, and that's wrong. Under such circumstances, the USA will block visa applications seeking low wages", said Joshi.

Trump Jr. made the comment during an interview with Fox News host Sean Hannity, who said before the conversation that President Trump is taking steps to fulfill his promise of bringing jobs back to America.

Leaders and advocates for historically black colleges and universities have been monitoring the immigration and jobs debate, telling the Trump administration and congressional lawmakers that so-called science, technology, engineering and math graduates from HBCU schools are readily available to fill high-tech jobs that are now going to foreign workers. Senior administration officials say that the order will also strengthen rules that bar foreign contractors from bidding on federal government projects.

"This historic action declares that the policy of the government is to aggressively promote and use American-made goods and to ensure that American labor is hired to do the job", Trump said.
