He added that "we need to apply pressure on North Korea, so they seriously respond to a dialogue" with the worldwide community, urging China and Russian Federation to play more constructive roles on the issue. "But as you know, peace comes through strength".
Pence said on Monday the world had seen Trump's resolve in the past two weeks, with a USA missile attack on a Syrian airfield and the dropping of a powerful non-nuclear bomb on Islamic State fighters in Afghanistan.
Japanese Prime Minister Shinzo Abe pledged to support the USA administration's tougher stance on North Korea after a Pyongyang official earlier warned Washington's "trumpeting" was creating a "dangerous situation" in which nuclear war could "break out at any moment".
North Korea "answered our overtures with wilful deception, broken promises and nuclear and missile tests", he said. Lu said Beijing wants to resume the multi-party negotiations that ended in stalemate in 2009 and suggested that US plans to deploy a missile defence system in South Korea were damaging its relations with China.
Pence earlier told a news conference in South Korea that "the era of strategic patience is over" after North Korea on Sunday test-fired another missile and fears mounted that it may be preparing a sixth nuclear test.
Trump has been lauding Beijing for helping with the Pyongyang situation, especially over sending back North Korean vessels bringing coal to a Chinese port. It has said it has developed a missile that can strike the mainland United States, but officials and experts believe it is some time away from mastering the necessary technology, including miniaturising a nuclear warhead.
Trump also said he has "great respect" for the Chinese president.
"U.S. Vice President Pence's comments on the bilateral trade pact are in line with the U.S. president's trade policy agenda for 2017 that includes a review of major FTAs and a pair of executive orders focused on reducing the U.S. trade deficit with other major countries".
Global observers have warned that over the past decade North Korea has become adept at circumventing the United Nations sanctions, particularly so-called dual-use equipment that has both military and civilian applications.
Trump campaigned for office on an "America First" platform, saying he would boost USA manufacturing jobs and shrink the country's trade deficit with countries like Japan.
The Abe administration has maintained it is pursuing a combination of "dialogue and pressure" in dealing with North Korea.
A United Nations report which noted the use of the trucks in the display of mobile artillery a year ago did not name Sinotruk, but said that the Chinese seller had included a "clear clause" in its deal with the North Korean buyer that the trucks were to be for civilian use only.
North Korea-US tension is growing. Like South Korea, Japan already faces a direct threat from the secretive regime.
